Many people ask if receiving other benefits automatically disqualifies them from IHSS.
Short answer: usually no. But overlapping services can reduce or deny specific IHSS tasks.
Programs/coverage that may affect IHSS (when they provide the same care task):
– Home health (for example, nurse/aide visits ordered for a specific medical need)
– Other publicly funded attendant-care or personal-care services
– Any program already paying for the same in-home task hours
Important: SSI, SSDI, and SSA retirement by themselves do NOT automatically disqualify someone from IHSS.
Clear IHSS eligibility blockers (CDSS rules):
– No Medi-Cal eligibility
– Not living in your own home/abode of your choosing
– Living in settings like acute hospitals, long-term care facilities, or licensed community care facilities
– Missing required health care certification (SOC 873)
How to protect your case:
– Bring a list of all services you already receive
– Clarify which tasks are still unmet at home
– Ask your county worker to explain any overlap reductions in writing
Because overlap rules are case-specific, confirm final eligibility decisions with your county IHSS office.
